Are you referring to Dracaena Sanderiana (aka lucky bamboo)? Look like this?
If so, then you could put it in a fish tank... but only the bottom stem with roots can be submerged, the top part with leaves has to be above the water.

Seriously, when you buy these plants from nursary, how do you wash them clean enough to put into the tank?
Not sure about plant farms, but the ones i get from plant nurseries and florists at thomson road (ie. Far East Flora, Ji Mei Flower etc) are relatively clean and just tied together with a plastic pouch of water at the base.
I just remove the stalks and use a shower head to spray of any debris from the stems and roots (also trim off any damaged leaves or roots too), then put them into a vase or water container (or aquarium).
Though for tanks with sensitive fishes or shrimps, it might be a good idea to quarantine the stalks in a separate container with just de-chlorinated tap water for maybe 1-2 weeks, just in case there are still some residual fertilizers or pesticides on the plant.
