Turning on the lights make my neons go into hyper mode?

Hi all,

I just setup a new aquarium and its been running for around 2 weeks. I havent turned on the light before as I wanted to make sure the fish were ok in the tank and got use to enevironment. The tank is fully cycled as I took the filter and gravel from old tank.

My question is whenever i turn on the LED light my neons are shooting around alot and seem in a relatibely stressed state. They move in all directions very fast and i have turn off the light again. The tank is planted and have shaded areas and dont think its too bright as its a small light from a small neo tank. is this normal behavour as i havent given them light for long time?
