Er....maybe it was a Neon from the start?

Hi,
This post has been outstanding for some time. One of my tetra has lost colour and it has been like this for about 2 months. Initially I thought it is either the "neon tetra disease" or would die within days, but somehow, it lived well. In fact, it starts to chase and bully other tetras, especially feeding time and prevents them from reaching the feed. However it is ok with the guppies in the tank.
My water parameters are:
Ammonia - 0
PH - 7.6
KH - 12 (I know its high but still trying to bring it down slowly)
I don't have nitrates and nitrites test kit.
Any idea what this is? Does the neon tetra disease apply to cardinal tetras as well?

Probably just a growth or color mutation... the fish could be healthy, just that it looks abit odd compared to the others.

Maybe neon tetra initially, I won't rule that out totally but shouldn't be, unless I'm so blur.
Growth or colour mutation, how to cure that?
Still looks odd even for a neon tetra... the head is pale while tail got color.
It could be a symptom of neon tetra disease though (or some other ailment), but if it is still healthy it might have survived the disease but got stuck with the faded color pattern.
If you want to be cautious, then just remove and cull that particular one, hopefully the other fishes don't get affected.

I got a better picture now. Looks like a worm stick to its body. Yuck!
Looks like its infected with anchor worm or some other nasty parasite... either way, better remove and cull it as soon as possible.

Ok, managed to google the medicial name for it. Its dermosporidia. In short, no cure for it. Just culled it n isolate for now. May consider to use aquarium salt and try to heal it.
