Your budget can get you Biohome plus or Matine Pure 1.5" bio ball media easily.

Those coloured scrubbing balls are not dense enough for use as bio media. Why you don't use thick kitchen scrubbing pad (preferably green but usually sold in a multi-colour bundle). Very economical plus effective, especially when stacked into a thick bundle. Does the job well, as long as the bacteria can live happily ever after. No need fancy media costing a bomb to buy.
By the way, why your filter failed? Care to elaborate?![]()

How many liters is your canister filter's remaining empty media space? That will determine what quality of bio-media you can get for your budget.
Its always best to get the highest quality bio-media with the most internal and external surface area for the bacteria to live in (that is still within your budget), otherwise you'll not be able to maximize the filter's usage.
Good quality bio-media typically have 10x-20x more total surface area than normal sponges, which makes a huge difference in the bio-filtration efficiency and bio-load handling capability of your filter.
I tried with those industrial packaging sponge of various density as filter (iOS and HOF) media, they worked as intended.
These sponges are available very often in the disposal areas of industrial buildings/estates etc., some are used for computer/electronic parts packaging...cushion makers ...lots of these 'used once' materials just gone into waste.
