If your predominant interest is in aquatic plants, then you should plan along those lines, bearing in mind that plants need a lot of CO2 to flourish.
On the other hand, fish and other organisms will need plenty of oxygen to flourish. Thus, you will note that the two have conflicting needs in a tank. An abundance of CO2 in a tank will stifle the fish and cause all sorts of ailments and disease.
In a well balanced tank, the CO2 being expelled by fishes is distributed in the wster constanty day and night. But in darkness, both plants as well as fishes expell CO2, which which is detrimentsl to fish health. What fishes and organisms (eg. bacteria) need is an abundance of oxygen at all times.
Thus, good oxygenation of a fish tank is of utmost importance if the well-being of fishes is one's priority.
