overfeeding does cause oily film to be build up, maybe you should cut down on your feeding regime
Oily surface is pretty much normal, for the foam issue, if your tank is a new setup, it can be due to not washing the gravel thoroughly.

i think it might be wat black 17 said ..build up of ammonia..
how do i get rid of it? or how do i stop the build up of ammonia aka foam ?
Xevitca, also care to tell us what kind of fish you are keeping?
Maybe the foam came from them, some fishes make foam like on the water surface when they're ready to spawn...
