Is it a must to put a fan to lower down the water temperature?

27-28 is ok, fan will lower the temperature by 2 degree but then you need to top up often.

Generally, lower temperatures are better (around 25). Using fans is one way to do this but as Shadow says, you'll need to top up water more often. If you can aford it, get a chiller - best way to reduce temperature and keep it constant.

Not neccessary. Depends on the faunas and plants you keep.

they just make the most of everything that comes along their way

    White Rhino,

Its possible to keep the fan on 24/7. High light helps too but isn't that necessary as compared to other plants. Clean water too...
