Hydor Prime 20? I am using one for my 2 feet tank.It's definitely silent.Not upgradeable though.Hydor Prime 30 if you want to use it for a 3 feet tank.I am not too sure of the prices though,bought mine quite some time ago.

Depend on what type of canister you prefer, cheap? expensive? I am using Dolphine Canister (Cheap and easy to fix) I am using one for my 4 feet tank. It's definitely silent. Not upgradeable though. Ehiem is good but expensive, and spare part also can be easily locate at any LFS.
