Not sure about the customs either, but I usually just ask the lfs to pack them the day before my flight, and put them in lock and lock boxes then straight into luggage.

You cannot hand carry them. Must be pre-packed in bags placed in a styro box or something water tight that can fit in your check in luggage. It's best to declare them just in case, or contact AVA directly via email if you have specific questions that need answering. That way, you can print out the official reply in case the Customs officers ask for it.

i think i can help with that. just brought in some bettas from thailand in march. No problems whatsoever, no need for declaration so long as you do not bring in more than 30 pieces or more than 3 litres of water, in your check-in luggage. Just make sure when you buy them from the shops in Thailand, do let them know its for flying back so they can pack accordingly.
