after rescape how long must i let the water cycle, before i put the fish back into the tank
use a pail with water from your tank, put airstone.
If you move substrate, got chance they will die from ammonia spike.

how many Liters of soil do i need for two feet tank? Do i need to clean soil first before putting in the tank?
8-9litre should be enough, no need to clean the soil just dump it in. however, the water will by cloudy for awhile it will clear away after a few hours.
which plant do you recommend for a 2 feet discus & Angel fish tank? I have a Aqua Zonic T5 twin tube 24w light. No CO2.

Taxiphyllum sp flame, Rotala rotundifolia red, limnophila sessiliflora and nana plant are they low light plants?
Nana and taxiphyllum sp flame are low light except Rotala rotundifolia red which i think is a medium-high light plant. Not sure about limnophila sessiliflora, never tried those.

Of course you can. Depend how sensitive your fishes are and how serious you gonna rescape. Most of the time they are OK after water change of 25%-35% after rescape. My fishes were tetras though

I will go with draining out tank water and migrating the livestock before rescaping. Rescaping and planting with water present in the tank is difficult and it is not good for debris stirred up in the process to get into the filter. It is difficult to avoid losing some less tolerant livestock in the process, so you'll have to weigh the pros and cons of whether you want to proceed with rescaping.
Just rescape yesterday. But now my discus is afraid of people passing by. Keep hide behind those plants.

Better monitor the fish as you changed from gravel to, what seemed to me is ADA-type soil? If yes, PH will drop quite a bit.
My discus is fine. But discus eggs just disappear.
