i cant figure out what is in the tank..
What is it?
You have no plants in this tank with some soil based substrate? The smell is coming from rotting stuff in the tank, probably within the soil and from the fungus or mold that I can see in the picture. There should not be a foul smell during the cycling phase unless something went wrong somewhere. I'd suggest you remove as much of the white hairy stuff ASAP and increase circulation in this tank. Having a few plants in there should aid in the cycling phase.

Did you use 2nd hand soil bought from an unknown source?
Need something to scratch that itchy hand of mine.
