you can try to use a toothbrush and coil the algae around it. it is much easier then removing the individual strands by hand.
i use old comb to hook them up slowly. Then excel nuke the zone.
Now, if it's really bad.. you can only hope doubling excel can help.

I had GHA recently as well which is all over the shop coz of inconsistency of my leaky co2 solenoid. I solve the problem by introducing 2 hungry SAE and 3 yamato shrimps from my other tank. Only took 1 day to clear them all. But the amount of time may vary for different situation, depending on your GHA situation. Patience is the key. The SAE will help putting them under control.
I also increase my water change from 10% to 20% daily and kept my nitrate level below 10ppm. Reduce lighting period by 1 hour.

Does Hyrdrogen Peroxide, 2 tablespoon per 10 gallons. Run it for 15mins. After that, change 50% water. I am trying to conquer Hair Algae problems now too.

i think if can redo the setup is easier and clean the soil.
alternatively i think you can try water change without any fetilizer first for one or 2 times.
I was trouble by brown hair algae. It was so bad that it killed off the majority of my plants. After rescaping my tank, adding new soil on top of my old soil, the brown hair algae didn't go away. However, after introducing 3 SAE and 2 OTO into my 1 ft tank, hair algae seems to disappear overnight. I am pretty happy with the result!
