I don't think it's illegal to keep. Soft shell turtle is common in local reservoirs or lakes or even in our soups. But it's not Ava approved for shops to sell as pets.
Just heard from a friend that those big turtle are brought in as food under different licence and no licence are issue to sell them as pet.
Don't think it's a good idea. You need a very large setup to keep it, and it is very aggressive to both fish and human.
