The photo looks gory. Looks like we better ensure our CO2 tanks are safe. Anyone knows the working pressure in our CO2 tanks and the fire extinguishers?

Not much details in that report other than it's a 96kg extinguisher, but questions abt the age, material and thickness of the tank remains unanswered.
I'm seriously thinking of delaying top-up, or maybe not altogether. Strange, I always thought only in tanks w CO2 perfusion that plts bubble O2. But I've noted that my plts were still bubbling the same the past 2 nite without CO2. So, it' the light! I reckon if I pull out all my e. tenellus (which ain't growing well anyway), and replace them w dwarf anubias, I could go CO2-less. I'll then be down to only Java ferns, dwarf and giant anubias and amazon swords.
Like I've just said in another thread, I asked my wife last nite if my holiday luggage bag (w wheels) is still in the storeroom and I told her I needed that to transport my CO2 cylinder. She told me not to top up. After reading abt that disaster, I thought I would hand-carry the empty tank to the lfs, and use the wheeled luggage to haul it back, so as to minimise direct/ near contact (sort of hands-off approach).
That also calls into question how safe it is when you're in a lfs, with all the huge O2 tanks!
Heck! I might just give up the hobby!

co2 tank are tested for safety using worldwide industry standard. so it is advisable to test your co2 cylinders every 5 years. just maintain your co2 tank properly.
elmike, using a wheeled luggage to minimise direct/near contact isn't going to help (in case something happens, touch wood!) unless you have a shield installed between you and the cylinder.
anyway, there is always risk in everything we do. even waiting for a bus at a bus stop is a risk. so just enjoy your hobby.
that's why I only top up at Bioplast where they do it on the spot. If you exchange your cylinders at the LFS, who knows what that cylinder has been through?

nobody can guarantee that the exchanged tank is good. check the exchange tank first before accepting it.
but i believe lfs will try to reject 'faulty' looking tanks and maybe tanks that require hydrostatic test. lfs wouldn't want a 'bomb' to be sitting next to them.
