Based on my experience, it is not a must to have heater for the fish you mentioned. Please note having a heater posts a thread to your fish as we'll. if malfunction , it will "cook" you fish in no time as your tank is fairly small

I have a 10G tank, with live plants, 4 guppies, 9 neon tetras, 10 cherry shrimps.
My temperature is currently fluctuating between 25-29 degrees and I was thinking if I should install a heater (I do have one in my cupboard) and set it at a specific temp to keep temp stable at all times. Is that a good idea? Or is my fluctuation range acceptable?
Also, what temp should I set it to? I was considering 28 or 30 degree Celsius.

Which country are you from?
How much live plants do you have? Is it planted tank setup? I would recommend chiller than heater
