I just bought a 55W PL light with e-ballast, now it is spoilt.
How can I tell if the bulb need replacement, or I need to throw away the whole thing because the e-ballast is spoilt?

You can unscrew the PL tube from its holder and fit in a new tube to see if it's the tube or ballast that's screwed. But if your light set isn't too bulky, you could bring it to NA Nature at Thomson/Balestier (check LFS list) for checking or ballast replacement. Chan there has the last word in aquaria lighting for many hobbyists.
