If you are dosing liquid carbon into the water column, it's best to have good flow to circulate it around to all the plants. Having the lghts on while the liquid carbon is available in the water is also recommended so that the plants can utilize it effectively for photosynthesis.
If you are doing spot treatment and injecting the liquid carbon (that have anti-algae abilities) on the algae itself, then it's better to switch off the filter or air stone for a few minutes to allow the solution to settle directly onto the algae and do its work, or else it'll dissipate too quickly if there is a current in the tank.
