Prec,
those are hygrophila difformis, or water wisteria. A very fast and hardy plant that will soon need pruning.
Otherwise it makes a nice thicket.

Whats the dark green plant underneath them?

For "pelia" or monosolenium tenerum , it prefer cooler temperature like 24'C. Otherwise they can get stunted with warm temperature (27'-30'C)
