Whats ur feeding habit, how much and how frequent? Once u figure that out, how long does u clean the sand bed will be the next part for you to figure. *smile*

Try once a day for feeding and once a week for cleaning/water change.
    ---------------
If its not due to feeding habits and environment pollution, then you have to do a lot of homework by measuring how much nutrients is being dosed currently in your tank.

The tank calculators here should suffice to your need to match with.
    ---------------
If you suspect BGA (Blue Green Algae) then try turning off the lights for 2 days and observe again.

What plants are you referring to?
Plants like Anubias are prone to getting algae if exposed to excess light. The algae may appear as you described.

its not algae. its the tip that's dying off and thus turning black at the tip and yellowish slightly below for a few cm before it is green again.
