wow seems like ur hair algae problem seems quite bad. get some cigar fishes if not do check out the co2 ppm in your tank. get the nutrients level up also if you have high lightings.

I suggest u pull everything out and replant. Treat the driftwood with hot water. Those cheap water plants can replace liao. Plenty water change over a few days. Shutting light is not a immediate solution but would lessen the situation.
If you want to save those plants, isolate them in clear water seperate from the tank but u'd need to pull the hairy algae off first.
Check the pipes, the filter. Use hot water treatment if necessary. BCLee would use bleach but personnally I dun have this habit.

try remove those hair algae as much as u can ... the make a 40% water change and put in yamato shrimps to clear them.. dunring these thime try giving a blackout for 2 to 3 days aand do not do any feeding during these blackout, or ur shrimps will not do a good job.. hope these helps

Do water change, off the lights, if really serious, you can try ADA's Phyto.. .strong stuff... I used it against Cynobacteria blue-green slime algae... think it will work for hair algae too.. use in small amounts and see the results...
Also saw bladderwort, the white stringy thing. Remove that as well or it will entangle with your Riccia.
As most have said, remove infected plants as much as you can. And move on by ensuring enough lighting, CO2 and nutrients -- in that order.
