Do you have a meter? check connectivity from wire to connector first.
Normally connector is not spoilt, should be the ballast. Connector normally is spoilt due to old age and wear and tear, cracks etc.
For both cases, go to simlim tower 5th story, there is a lighting shop. bring your spoilt parts to the uncle and ask for a similar one. should cost about 15-20+ for the ballast and less than $2 for each connector. Also did you try with new bulbs? might be just bulb spoil. Get ELBIRU brand one if possible. longer lasting in my opinion.
If you can find a way to fit it in your lamp hood or rewire it to be out of the hood then the answer is yes. but then the higher wattage bulb would be longer and might not be able to fit into your hood. Unless this lamp you are using currently is using a low wattage/low output bulb which is the same size as high output ones but less bright.
Basically the ballast can be anywhere and if you do not have much electrical knowledge, just make sure all the wires go to the same holes in the new one, not sure ask the shop uncle or post pictures here.
No. they are not an aquarium shop, they just happen to sell parts you can use you can look around the shop or just bring whatever you plan to replace there for the uncle to see most probably can find a replacement. By the way they are opened till about 5 and closed on PH and weekends
This lamp only 8 watts for a 30cm bulb?

Long term use, with the right ballast you can increase your light output anyway so the savings is there. I used an Elbiru ballast on my last set of DIY lights and it lasted for a very long time.

$20 is still normal price, for a ELBIRU brand one which really is a good brand, mine is 7 years and still running

Electronic ballast is expensive that magnetic ballast.
My guess is the uncle recommend you an E ballast. I just bought a Vossloh-Schwabe magnetic ballast for 4.50sgd
to replace my JEBO UV sterilizer adapter for my 11 watt bulb.
The difference between magnetic and E ballast are,magnetic ballasts are cheaper to buy, cheaper to fix and replace, and only marginally
more expensive to operate. Magnetic ballasts also generate a bit more heat than digital ballasts. However digital ballasts are not serviceable,
often fail due to inferior parts, and are either a hassle or expensive to replace. Digitals also offer you the choice of using MH or HPS bulbs with
the same ballast, whereas most magnetics do not.So bottom line is,buy what suit you better in price and reliability of the product.
