What is that? is it mould,dirt or worms? if it is moving then is it worms and you have a problem.
Anyway the pics are not clear.
Planaria can attack the shrimplets and smaller shrimps that are molting. Some online articles mention that the organism can leave behind a slime that is poisonous to sensitive shrimps.

Vermex it planaria away. Google these products to know more.

I am using guppies to control the planaria invasion in my tank. I would not say 100% clear, probably left less than 20% in my case.
