The plant is growing surface leaves, as it does in the wild. If you don't want these leaves, keep cutting them close to the origin and eventually the plant will grow only submersed leaves (assuming your light/CO2/fert is adequate).

If you want to see it flower, the surface leaves has to be there else cut it away.

I don't want them to block the light for the plant at the bottom.
Marcus is correct. This plant need high lighting to stay low. It will hit the surface of water if their boundary is shaded by other taller plants.
Also, add more iron into the substrates!
I know because I am experiencing it now! Keep pruning and pruning. And I trying out with more iron tab into the substrates.

I have 55W PL light for my 2 feet tank. Is it still not enough?
Which brand of iron tab should i buy?
