At first i thought that it was hair algae, but later then i realise that hair algae is green in color, mine is like white(transparent). It looks like spider web. All around my plant. Is it algae? or is it other thing? Can anyone kindly advice me?

it looks like Staghorn algae. But mine are thinner, and is grown on the leaf surface.
Is that white spider-web-like stuff slimy and easy to remove? If so they might just be bacteria.

yes yes. Look like spider web. What causes this bacteria to present? Very unsightful. Is it because of the CO2?
How long is your lumination period? Your tank is 3 weeks old, which is still very young and prone to algae if CO2 is lacking. Also, reduce to 6 hours of lumination period.
Keep testing your CO2 content in the tank twice a day. One hr before lights on and One hr before lights off.
Invest in a pH pen and KH tester. Anything less will not be accurate..

8 - 9 hours of luminations period. I am using nutrafin CO2 set, about 6 bpm of CO2 injection through out the day. I do not have CO2 and pH kit, so i don't know the level of CO2 and pH content. The thing is i don't think that is algae, it is white in color, juz like spider web. Do you all have any experience about this? Please help.
This whitish thing are quite harmless. It could have come from the CO2 mixture.
SAE with gobble them up. But they should go away after a while.

Now they are multiplying. More and more. I actually giving up removing them manually. They grow on the leaves of my plant. Headaches~~
