question, can discus fish survive in non-temperature tube aquarium?
Do discus fish have medium size when mature? as the tank is only 3ft

Discus are very attractive fish, but they are not easy.
If you keep Discus, you will need to do large water change very frequently, quite a lot of work. Usual practice is about 3 times a week.
Large frequent water change may not be suitable for offices.
You can get away with once a week water change, but you have to pray that the fishes will be ok.
You can consider getting mature Discus > 6 inches so that they will not stunt.
Discus needs warm water, may not do so well if your office is cold with aircon on all the time.
Maybe you should look around for some easier to keep fishes, otherwise the hard work is on you.

Actually a 3 footer isn't a lot of real estate. I'd suggest fancy goldfish but keep up the water change and control feeding or they will belly up fast.
Parrot fish are popular with the fengshui crowd, relatively easy to rear but poop machines as well.
Suckerfish no eat poo poo.
