It could be that the pressure valve is turned down to almost no output working pressure. Try adjusting the output pressure of the regulator and see if the bubble rate changes.

I have tried doing this but the output gauge still doesn't move even though the bubble rate changes.
I was thinking if diff co2 tank might have caused the problem. But this shouldn't be as there no sign of leakage and the cylinder pressure is constant.
Perhaps have to take it out and try again.

What you mean by "doesn't move"? You mean that it stayed at zero or the reading is remaining constant at a fix value?

It stay at the zero point without moving.
while the cylinder pressure reads 90 psi
90psi is too low. The pressure should be at leat 1000psi. The gas will probably run out very soon.

Sorry for the mistake made.
The pressure of the cylinder reads 160 bar instead of psi.
however i feel that the guage might be faulty as normally when you attached the gauge onto the cylinder, both meter will move once you open the cylinder "tap".
If it is faulty, do anyone here know where i can get it check or repair?

160 bar isn't right as well. that's about 2300+ psi, more than double the normal pressure of 1000+ psi.
have you tried tying the output co2 hose and let the pressure build up?
does the gauge move?
bring the regulator to the lfs where you bought it from or go to a lfs that knows co2 system. or a shop that deals in pressurised gas. they will be able to help.
