That tank is usable to create a planted tank setup (i used to run one a while back), just make sure to clean the filter regularly to prevent clogging or else its internal overflow sump (IOS) system can block up over time and result in the pump chamber's water level gradually dropping until the pump ends up running dry.
The included LED light can be used too, though its designed more towards the lower power range, but should still be sufficient for most low light/low demand plants (ie. anubias, java fern, moss etc).
If you are using low light plants and low powered lights, then its not necessary to use Co2 injection, though those it can help encourage growth if you are able to install it.
Fan or chiller is also optional too, unless you are keeping more sensitive fishes or shrimps with require lower temperatures... or if your tank is situated in a warm area and needs to be cooled down.
