New to shrimp keeping

Hi all, started this hobby in late January 2014 and need some advice from the Shi fu here.

I have a 2feet 8g tank with 50+ cherries, 3 crs(2 male 1 female) and 5 tiger shrimps. My crs give birth about 2 weeks ago and was berried again within 2 days.

Question is why are my cherry shrimps not breeding. Most of my cherry shrimps are berried when I brought them. The females in the tank should outnumbered the male.

My water parameter as follows:

Ph 6.5
Ammonia 0
Nitrate 0
Nitrate 40ppm
Tds 150-200
Temperate 27degree (fan)

Please advice xD

sometimes depends on luck...when i started, took about a few months b4 the first shrimp got berried.
