Buy them as juveniles and in ratio of 1 male to 2 females. And keep them in at least a 1.5 feet heavily planted tank.
Still no success with breeding yet but 3 of them are doing well with my shrimps.

As stated above, how do I keep puffers ? I've read a view article online but can't seem to get something solid. What I do know is that puffers can tolerate water from alkaline to acidic. And that they need clean water and a clutter of moss to breed and lay their eggs in. Differentiating genders are relatively simple as males have wrinkled eyes and stripes across their body. Whereas females have random spots on them with lighter coloration
What else Do I still need to know ? Currently building my mts colony to feed puffers

Can't identify genders at juvenile stage.. for me at least

The wrinkles on males can be seen at the juvenile stage, though it may not be very visible depending on the lighting angle. And males are generally more slender.

Then, how do I feed them ? Just build a colony of snails in the tank before introducing puffers or add when feeding only ?

You can never build a colony in the tank as puffers will finish off any snails they can find. I had a tank that was totally cleared of snails in 3 days after introducing one puffer. You can use snails as treats and feed them with bloodworms and tubifex worms.
I feed mine solely tubifex worms. I was lazy to train them to take bloodworms and stuck with live worms instead.

I see. Thanks for the information. Luckily I have easy access to tubifex and daphnia

Never tried daphnia before for adults but they make good fry food.

Will they eat assassin snails?

Dwarf puffers might find MTS a bit hard to handle. They have very hard shells and will hide in substrate. Its quite easy to train to take frozen food such as daphinia, mysis shrimp or bloodworms as it is less of a hassle and alot cleaner. Just starve it for a few of days.
Other kinds of food to consider would be seafood such as chopped up prawns and mussels but feed moderately as it fouls up water.
Suckerfish no eat poo poo.

I'll only intro mts size of 3-5mm big. Keeping adults to reproduce them. Plus, I have pond snails too !
