There are only three ways that I know of that work:
Fans
Chillers
Aircon
Well, if DIY, can buy an old mini fridge, drill two holes, put in metal tubing as long as possible and pass water through with help of your external filter. You won't be able to control the temperature, but it'll defnitely drop. By how much... i wouldn't know. But I'd try it if I can get my hands on a good mini fridge cheaply.
