A reactor. But I use the $3 dffusor from NA for my DIY c02, and it is working very well. Bubbles are really fine.

As for DIY co2, I would recommend a flipper since DIY CO2 doesnt have pressure to force the co2 into the diffuser.... and a flipper maximises the diffusion of co2 for DIY case...

a reactor will have better diffusion efficiency compared to a flipper.
you'll need to keep co2 bubble in the water as long as possible.
however, flipper is nice to look at.
