Those are seed shrimps... from the size comparisons with the soil granules, many of them are adult sized ones, so the colony seems to have been established for a while. They actually help to eat organic detritus and micro algae amongst the plants, though can get abit unsightly in large numbers.
Reduce feeding, increase tank maintenance and introduce small micro-predator fishes (ie. Boraras, CPD, Endlers, Indostomus Paradoxus etc) to help manage the population.

But nonetheless, I will still try to get fishes to eat them up despite the dense foreground.
Seed shrimps aren't harmful to the tank or fauna, most people consider them as part of the tank ecosystem and indicators of favorable conditions in a mature tank environment (and a source of free live food for small fishes too).
They just look unsightly when their numbers get to epic proportions... like tiny drunken bees swarming all over the place.![]()
