Is it alright to pluck aquatic plants from reservoirs?

Just wondering is it alright to pluck aquatic plants from reservoirs & park ponds?

Have seen some people doing that while jogging.
Put them in plastic bags to bring home for their own use.

I have seen some park rangers patrolling, but I think they sometimes close one eye, like those who fish outside the designated areas.

Too bad, no permanent ranger station, cos I guess the people will be long gone by the times they come down.
