The fish that is 100% safe with fish is actually Otocinclus.

Other fishes always carry a risk of eating shrimplets. From my own experience Dwarf Corydoras such as Pygmaeus and Habrosus are relatively safe in the sense that they don't hunt for shrimplets. I haven't seen one unlucky shrimplet getting caught by their barbels and eaten, though I never know what happens at night.

If you really need to have fishes along with shrimps, consider going for dwarf cories, micro rasboras. And provide lots of hiding places for shrimplets.
