When was the last time you cleaned the filter? If it's been many months and you have a high plant mass or bio-load, the sponges and media might be clogged up with debris.

If it's not due to being clogged up and you managed to troubleshoot the mechanical parts that cause the low flow, then maybe try checking with Qian Hu for the parts availability (they are the local Eheim distributor).

Any sound coming out from the motor? If there is sound, most likely the magnetic propeller wear and tear. C328 and Y618 do Carry some spare parts for ehiem

I encounter this issue sporadically, more so when I neglect on the maintenance of my filter and accessories. Check your inlet (are you using those fine steel/sponge meshes? they tend to clog over time with a layer of debris), before checking the insides of your canister filter (have a layer of scum accumulated inside?).
