Get all the different rotala species you can find from the various LFS and plant them in the background, let them grow out and see which ones you like more, then gradually remove those you are not too keen on and keep the ones you like.
There will be plenty of opportunities for you to the adjust the background scape as these stem plants grow very fast in Co2 injected tanks, so you'll be trimming and re-planting them very often.
personally i like rotala rotundifolio,rotala wallichi the best.

hey Roy, from the scapes that I see around the net, ludwiga looks decent also. you can also get some Rotala red, or Atherina reiseckii (im anyhow spelling here. smth like that, I can't rmb. the seniors would know ) to add some red hues to your back scape. beautiful

UA. Thanks for the chart . it's most similar to phosphate deficiency. Is adding phosphorus enough ?
You'll just have to increase the dosages in stages and observe if it helps the condition of new leaf growth. Its just a matter of trial and error to find the solutions.
Note that those existing leaves with holes or brownish parts wouldn't recover on their own, so its best to just trim and remove those affected leaves (if possible) to reduce decomposing plant matter polluting the water.

I have fishes in another tank that I remove from my previous setup. Don't think is the right time to add them in yet, think they will just disturb the plant and uproot my foreground plant ..
But when can I be sure that my foreground plant have roots establish ?

Updates,
Foreground plant seems to come back to life, was melting away. Now it look much healthier than it was a week ago.
added few otos, it manage to uproot a portion of the foreground plant. But still manageable so far.
I think the flow of my filter seems to drop sufficiently. Not every good at cleaning filter. only clean the media. never clean the propeller before. What should I do to improve the flow ?

What filter are you using?
Usually the filter flow slows down over time due to the coarse sponge and fine sponges clogging up with debris in the filter, so its best to rinse those throughly to disloge all debris to ensure consistent flow.
If you have fine filter wool in the filter, do remember to replace it with a new one peridically when you see the filter wool become brown color, its difficult to wash it completely so it will just clog up more and more over time.
Also check that the impeller is not clogged with debris or algae (sometimes thread algae or even critters like small snails get caught inside and jam it up too), just open the impeller cover and pull out the impeller with a pair of tweezers, then use a brush to scrub all the parts clean.
