Resistance is futile, you will be administrated!
Meant to dissolve slowly (i.e slow release of iron). Just distribute in the tank as directed by the instructions. Hide them under the plants so they aren't an eyesore.
It's not meant to be buried in the substrate, but some people do. Not sure of the effectiveness in this case.

Your best bet would be to grind them into powder and dissolve them in the "new" water when you do your tank maintenance.

More often than not when I visit Sam Pets at Marine Parade on weekend nights I will see the tablets being dropped into the corner of the 5ft display tank. Personally I thought it is quite an eye sore and I think to grind it up before introducing into the tank is a good idea.
