Blue emperor tetra should be inpaichthys kerri, emperor tetra should be nematobrycon palmeri, they are different species.

Forgot to add that both types are normally sold in aquariums in bare tanks, and when they are still juveniles. Hence they look washed out and look the same, when they mature its easier to differentiate them.
