It sounds like you might have algae problems but it would be hard to verfiy without pictures. We can only guess from your description.

If it is algae, it is not a problem for plants when it is just starting. It will potentially be a problem when they overrun your tank and compete with your plant for nutrients.

For shrimps, it depends. If it is the right kind of algae, then it is food for them then you would not have a problem. But I suppose this might not be the case since you posted this question.

I do see small snails crawling in my tank occasionally. Remove them once i see them thou. I've notice a really small white bug near the green hair too. They move really fast, seems like they can hop. Wads that? Here's the photo of the green hair.

The green hair/dust algae in tank glass is relatively common, just scrape it off regularly and try to reduce the excess nutrients and light in the tank... either do more water changes, reduce feeding, reduce light or add more fast growing plants to out-compete the algae.

The tiny white critters that skip around are usually either copepods or seed shrimps (or could also be both), they are harmless and mainly just eat algae, rotting plant matter and excess food. They are a natural part of most planted tank eco-systems and some people consider them as signs of a healthy aquarium. Small fishes snack on them too. Their population rises and falls based on available food sources, so if their population grows too much and you start seeing swarms of them swimming around, then its usually an indication you are overfeeding.
