Hardy fishes like guppies or maybe a betta could be suitable.
Hardy floating plants like frogbits, dwarf water lettuce, salvinia natans/minima, hornwort, water wisteria etc.
No substrate/barebottom would be better as it'll be easier to use a net to trawl the base and scoop out all the accumulated waste and dirt during regular maintenance, especially if you are not using a filter for the outdoor setup.
It depends on the outdoor weather and how much exposure the tank has to sunlight.
In my current outdoor tank setups that get indirect sunlight, at the moment the water temperature hovers around 25°C at night and it gradually rises to around 29°C during in the day (based on cooler months like December/January), but during the hotter months like May/June, the water temperature can often rise to around 32°C or higher during the day... so its best to stock with flora and fauna that can tolerate those type of temperature ranges.
