But as I have said before in a previous thread, it depends on your current tank temperature and what kind of temperature you want to bring down to. You need to know all and consider these factors to be able to accurately determine what level of power do your chiller needs. If you only need to bring it down by 1 or 2 degrees, a fan would be sufficient. You can use the money saved to get a auto water top-up system to compensate for the evaporation.
But based on agaration and assumption that you are among the 'average' population with 'normal' requirements, your minimum requirement will be 1/10hp chiller. You can get a higher powered chiller for better efficiency and savings in the long run.
