    Those are usually the places where new plantlet will grow

    Someone correct me if i'm wrong, those are java fern seeds, usually they are pretty small and black.

    It'll only appear when the plant finds that the condition of the water/ environment is not favorable.

    I had them when my tank had no CO2 pumped in and they start growing plantlet and just turn black.
