Latest update! Even until now I'm still figuring why my tank got a lot of algae. Planning to reduce my light from 8 hours to 6 hours and observe the effect.
Just follow the Seachem bottle dosing instructions for a start, then adjust based on observing the plant growth and condition.
I guess you'll notice the fertilizer dosing instructions tend to be abit vague, ie. dose once or twice a week... thats because they can't know what are the actual plant types and density in everyone's tank, so its up to the user to estimate and adjust.
As for Prime, its a dechlorinator solution, so just work out the dosage fraction based on your water change volume (ie. 0.5ml for 20 liter bucket of water). Dosing abit more dechlorinator is usually still okay.

Just do a water test:
PH : 6.4
AMMONIA: 0 ppm
NITRATE : 20 ppm
NITRITE : 0 ppm
But I don't understand why I having an algae bloom.
Algae will grow as long as there is light, even with relatively low nutrients they can still scavenge enough to grow... you'll just have to manually remove the algae as part of regular maintenance and also introduce a mix of algae eaters to manage it (ie. shrimps otos, nerites etc).

Is your light bright enough for your tall tank especially if have stem plants that love high lights. quite barely planted especially in front. Insufficient plant mass may also contribute to algae together with others...
Update as of 25/4/2015
Remove my diffuser and install Insta Mix Reactor for CO2.
Installed Surface skimmer
Add new residents. 5 Black neon tetras and 5 yamato. My first batch reduce to 4.
Here are some pictures of the above.

The only things i don't get with my CO2 was after 1 hour it will stop producing bubbles and i need to adjust it again. After hour again stop then adjust The co2 tank are full. What seems the problem.
Looks like you are using a manual regulator, those do tend to have irregular output as the adjustment valve is not as accurate... installing a needle valve would usually result in a more accurate and consistent BPS injection rate. If possible, upgrade to a solenoid regulator with twin gauges, those will work better.
Btw, also check that the main valve (on top of the Co2 tank) is open fully, not halfway.
think the tetra is Black Emperor Tetra..
Very nice fishes..not easy to find in LFS
Need help to check if this is overstock for my aquarium 60x30x36:
8 x amano
3 x red cherry shrimp
8 x cardinal Tetra
6 x emperor tetra
8 x black neon tetra
6 x ember tetra
2 x killer snail
2 x sae
load is a bit on the high side, but if your filter can handle, then it is still good.
Reading as of today after stocking:
PH: 7.2
Ammonia:.25
Nitrate: 40
Nitrite: 0
HELP PH RISING! now 7.2
NITRATE: 40
AMMONIA: 0
