Can this stand hold 2 tanks???

Hi guys
The attached pic is the kind of 2ft stand I have.
As you can see, the horizontal bar for the bottom tier is significantly thinner than the top tier horizontal bar.
So is this a true 2-tier stand? Issit safe for me to place another 2ft tank on the bottom tier??

I think u might need a styrofoam to hold the tank. Should be able to hold
