It really depends on the plant types in your tank... with slow growing plants like anubias, java ferns and fissidens, they tend to get attacked by algae quite easily if there is an imbalance of light and/or nutrients in the tank, so water changes help in part to balance the nutrient levels. The tank may take abit longer to cycle, but at least it could help to minimize algae issues.
For those type of plants, i would usually start with 6 hours photoperiod initially, and then gradually increase or decrease from there, see how they fare.
Otos can help eat soft green or brown algae from tank glass or plants, but they don't consume filamentus algae (ie. hair/thread algae), BBA, BGA, GDA or GSA, so you may also look into introducing other livestock like shrimps/SAE/nerite snails to help manage those other types of algae if they appear.
