I forgot the name of these plants, may I have some help with identification please? And also, notice the color conditions are really bad, what can I do to salvage it? Can I take it out and put it under the sun? And when I start another new tank, can I use the sand and plants from the old one into the new cycling tank, leaving the tank empty with the puffers for may be 3 weeks?

The tall leafy plant is java fern (its a "windelov" variant with branched leaf tips). You could trim off the affected melting/brown leaves and just keep the healthy ones, hopefully they can recover... though if your tank conditions are unfavourable, it'll still continue deteriorating.

As for the moss, it's all brown and melted, way too damaged to know what it is. While there could be a slim chance new growth "might" develop if tank conditions are improved, it's going to be a super slow process.

Honestly, it's probably much easier just to chuck those plants out and buy new ones.

You can can transfer the sand over to the new tank, it can be kept without substrate. No issues with that.
