No, ghost shrimp is probably too big and too fast for dwarf puffer.
You could try feeding them sinking wafer or pellet food... i fed mine Hikari Carnivore pellets to supplement their snail diet, it took them a short while to get used to it (when fishes are hungry enough, they can be "trained" to take commercial foods), but they eventually went for the pellets enthusiastically, which gave my feeder snail population more time to replenish their numbers.
I always feed mine with tubiflex... a 50 cents pack can last 4 days or so.... hence if you stay near any lfs, it may be a good option!
I just bought some green spot dwarfs and they immediately ate up my guorami.
Now they are searching up and down for food. I put in some small fish pellets but they are not interested.
I intend to starve them until they take the pellets. Is that a good idea? I want to only feed them pellets and nothing else.

Tetrakid. In my opinion, puffer are not easy to train to consume pellets.
Your spotted puffer is not dwarf right? If not how they going to eat your gourami?
Actually, my cute little adorable puffers bite off all the fins and tail of my lone guorami when I was not looking.
Felt so sad for the guorami, so I quickly ended its suffering by treating it with ice cubes mixed in freezing water.
I usually do that when any of my fish have disease, sickness such as dropsy.
It is fast and humane since it take only a couple of seconds to knock off.

Yes, you are right. I had starved them for 3 days until my heart pains for them
until I went out of the way to buy some tubifex worms for them. They straight
away started to eat the worms.
My problem now is they will get sick if I continue to feed them tubifex. Because
by keeping the tubifex and washing them for a few days, the tubifex will become
weak and unhealthy day by day, and so become dangerous to be eaten by my fish.
That was the reason why I didn't like to feed my fish with tubifex.
I also foresee my puffers will not like dried bloodworms. So my problem now is to find
a way to make sure they are well fed.

Mine are Carinotetraodon travancoricus (aka dwarf puffers or pea puffers), the little ones that only grow to max. 2cm in size.
I only feed them once every 2 days and they seem to be fine with that feeding schedule. If fed live snails they can sustain for even longer periods of time between feeding.
The longest i've not fed them is around a week (when i'm overseas) and they are still okay.
If you want to condition them to eat commercial foods, pick the high protein meat based ones (ie. Hikari carnivore pellets), then just feed it to them exclusively... don't feed snails during this period (otherwise they will just keep waiting for snails).
Initially they may not recognise or eat the pellet or wafer food, just remove it after 2 hours if they don't touch it (put the food in a shallow feeding dish for easier tracking and removal). A few hours later, try again. After a while, they should be hungry enough and naturally learn to eat the pellet food.
After that you can still feed them live snails, but use it as more of a weekly treat.

Just found out that I can try feeding my Spotted Puffers with frozen raw shrimps from the market too.

I haven't seen dwarf puffers munch on plants before... so i guess they could be considered "plant-safe".
Thats a good idea, it should work too. Just have to make sure the meat portions are not too much and any leftover bits of raw shrimp are removed from the tank.
I used to train dwarf puffer accept commercial food but it seems that the puffer's lifespan shorten. Will the puffers be able to compete for food in a community tank ?
