The "petite" variants are specifically cultivated for their small leaf size, they don't grow out of normal anubias. "Petite" variant leaves always stay small, they never grow larger.
If you see smaller leaves sprouting out of normal anubias, those are the baby leaves which will eventually grow larger. If the new leaves tend to stay small in a normal anubias plant, then it could be stunted growth due to lack of light or nutrients.
Anubias and java ferns are just about the hardiest types of plants around, they can tolerate less light, but their growth rate will also naturally be slower in low light environments.
The plant looks like Egeria densa (aka Anacharis), its a fast growing easy plant, good for soaking up excess nutrients.
The fish looks like a chocolate gourami (or similar variant).
