Yup, looks like flower buds... they sometimes do sprout flowers underwater too (similar to anubias plants).

Are these flowers? I thought they were leaves initially but they are not opening up like leaves...

Yes some Bucep types flower frequently. But their flower is not that spectacular simply open of the white bud. The flower also do not last long, usually drop within a week from past experience.
Would the flowers open if the plant is planted emersed instead?

Yes, their flowers do open up underwater... you can check online for photos of the various bucep flowers to ID your plant.

Yup but once it open once it will open very often.
