    Are these flowers? I thought they were leaves initially but they are not opening up like leaves...

    Yup, looks like flower buds... they sometimes do sprout flowers underwater too (similar to anubias plants).

    Yes some Bucep types flower frequently. But their flower is not that spectacular simply open of the white bud. The flower also do not last long, usually drop within a week from past experience.

    Yes, the flowers will open in emersed conditions... thats one of the best ways to ID those plants.

    Looks like the flower is going to open up? Does this mean this might not be bucep? Or it can still open up even though submersed?

    Yes, their flowers do open up underwater... you can check online for photos of the various bucep flowers to ID your plant.

    Yup but once it open once it will open very often.
