Looks too fine to be eggs, might be fungus best isolate immediately
Yeah, that is fungus growth on the eggs... have to remove and treat or cull immediately.

Fungus on the eggs, it must be real bad inside the tank!

Usually it's due to adverse water conditions or weak/stressed shrimps being more susceptible to the fungus attack.
Have to do dip treatment with anti-fungus medications... the shrimp may or may not survive the treatment, but it's worth a try. Most important is to separate such shrimps from the others (transfer to a separate hospital tank), because the fungus can spread across the shrimp colony.
